This bill prohibits unsolicited commercial e-mail that does not include a toll free number or e-mail address for opt-out purposes. It also prohibits
the selling of a user's e-mail address without the user's knowledge.

Colorado House Bill 1309 Enacted 6/3/00
The Colorado Junk Email Law. This bill specifies $10 fines for each instance of email solicitation that doesn't contain a valid removal address,
ADV in the subject heading, or falsifies the return route through a third party.
